1: First, you most likedly will need to brighten up your image. Here is the image I started with. it's a little too dark for my liking:
2: I duplicated the base and set the duplicated layer to Screen at 38% (I also Sharpened this Screen layer):
3: Next I added a Color Fill layer; set the color to #eac7f5 and the mode to Soft Light at 58% opacity:
4: Then, I added a Selective Layer with settings like this:
REDS
Cyan: -19
Magenta: 0
Yellow: 0
Black: +100
YELLOWS
Cyan: -100
Magenta: 0
Yellow: 0
Black: +52
CYANS
Cyan: 0
Magenta: 0
Yellow: 0
Black: +97
BLUES
Cyan: 0
Magenta: 0
Yellow: 0
Black: +97
MAGENTAS
Cyan: 0
Magenta: 0
Yellow: 0
Black: +94
WHITES
Cyan: -24
Magenta: -16
Yellow: -22
Black: -20
NEUTRALS
Cyan: +13
Magenta: +13
Yellow: +23
Black: +2
BLACKS
Cyan: -9
Magenta: -2

OK.
5: And you're done. The important part here, in the Selective Coloring layer, is in the Blacks part. You can alter it further by playing with the settings in that particular area.
